The Health Insurance Portability and Accountability Act of 1996, and for the most part similar state laws (collectively “HIPAA”) applies to specific types of “covered entities”; it does not automatically apply to data even if that data is health or medical data.

Covered Entities under HIPAA are healthcare providers (doctors, clinics, dentists etc.), health plans (e.g, insurance companies) and healthcare clearing houses (specialized entities within the healthcare payments supply chain). https://hampshirepharmacy.com/ is an ecommerce platform that does not meet any of those definitions and is therefore not a covered entity under HIPAA.
